    As a lifelong resident of Holly Springs, I've witnessed our community endure significant challenges under recent leadership, particularly concerning our utility services. Residents have faced frequent and prolonged power outages, some lasting days or even weeks, highlighting systemic issues within the Holly Springs Utility Department (HSUD). Investigations have revealed inadequate management, poor system maintenance, and insufficient storm response strategies. Moreover, city officials have been uncooperative with independent audits aimed at addressing these problems, raising concerns about transparency and accountability. ​

    With over 30 years of public service as alderman, vice mayor, and mayor, I am prepared to restore stability and guide Holly Springs back on track. My goal is not to remain in office indefinitely but to serve as a bridge to future leaders by reinstating a solid foundation for all residents. My agenda is straightforward: to prioritize the needs and aspirations of Holly Springs' families, neighborhoods, and livelihoods, free from special interests or partisan influences. I am committed to addressing our utility infrastructure challenges, driving economic recovery, enhancing local services, providing housing for local families, and ensuring community safety.​

    Andre DeBerry is a lifelong resident of Holly Springs, Mississippi, and Jackson State University graduate, who has dedicated over 30 years to public service as alderman, vice mayor, and mayor. A proud member of Phi Beta Sigma Fraternity Inc., Andre envisions a Mississippi where working-class families thrive together. His commitment to future generations drives his advocacy for increased funding in infrastructure, education, and rural health services. Guided by a desire to build a brighter future for his children and grandchildren, Andre actively engages with district residents to address their needs and aspirations.

    Innovative Utility Revitalization Plan for Holly Springs

    ​Addressing the utility issues in Holly Springs is a top priority due to the significant impact on our community's well-being. Residents have endured frequent and prolonged power outages, compromising daily life and safety. These challenges stem from inadequate management and maintenance within the Holly Springs Utility Department (HSUD), as highlighted by recent investigations. By prioritizing the overhaul of our utility infrastructure, we aim to enhance reliability, restore trust, and improve the quality of life for all residents.​

    Youth Empowerment and Leadership Development:

    To reduce youth violence and empower young people, my administration will create mentorship programs, expand after-school initiatives, and launch community sports leagues. These programs will provide leadership skills and job readiness training, offering youth positive alternatives and helping them grow into future leaders.

    Revitalize the Technology and Career Opportunities Center:

    Building on past successes, we will offer adult programs in computer skills, welding, forklift operation, electrical work, and allied health (e.g., CNA, respiratory tech). These initiatives aim to enhance earning potential and align with Mississippi's Workforce Development Program, fostering collaborations among the city, Rust College, and state authorities.​

    Activate Opportunity Youth (Ages 18-30):

    We will focus on opportunity youth by connecting them to apprenticeships, vocational training, and job opportunities through partnerships with local businesses and Rust College. This initiative will break the cycle of unemployment and violence, providing young adults with the skills and support needed to build a better future.

    Redevelop the Historic Railroad Depot and Mississippi Railway:

    Renovating the depot and the rail line along Highway 7 South to Oxford will boost tourism and address healthcare accessibility concerns.​

    Senior Services and Support:

    To support our senior citizens, we will enhance healthcare access, expand community centers, and provide transportation services to ensure they stay active and engaged. We will also ensure affordable utilities and financial resources to help seniors maintain a high quality of life.
